Where is the Lower City quartermaster?

Nakodu stands in the Lower City — the ring-shaped slum district below the Terrace of Light in central Shattrath. He accepts your Arakkoa Feather turn-ins and sells the reputation rewards, unlocking better items as you climb from Friendly through Revered to Exalted.
