No. Blizzard has no plans to protect low-level players on WoW: Forever's PvP ruleset. On the WoW: Forever podcast (episode 4) the developers summed it up as "PvP occurs on a PvP server." Higher-level players can attack you in the open world at any level. To avoid ganking, pick the Normal ruleset, where PvP happens only when both players agree.

What players ask next
Which ruleset should I pick if I hate being ganked?
Pick Normal. On that ruleset nobody can attack you unless you both opt in, so leveling in a contested zone works the same as in a PvE game. You still get battlegrounds: Blizzard says they are shared across rulesets, so a Normal character can queue for Warsong Gulch, Arathi Basin, Alterac Valley or the new Darkspear Islands. Darkspear Islands is a 15v15 battleground for levels 30–60.
Roleplaying is the other no-ganking option. Blizzard has said it is the only roleplaying ruleset and that it is RP-PvE.
Can I move off the PvP ruleset later if the ganking gets old?
Yes, but not for free with a click. Switching rulesets needs a character transfer. The good news is that most of your progress is not stuck on one ruleset. Collections and Legacy Points are account-wide across every ruleset except Hardcore, so an alt you roll on Normal still gets your Legacy perks.
Does Forever reward players who camp lowbies?
Blizzard has rebuilt how Honor is earned, but it has not published how a kill on a much lower-level player counts toward Honor. What we do know: Honor comes from killing players, completing battlegrounds and doing PvP quests, and ranks have a weekly cap. Alterac Valley will pay out less Honor, while the other battlegrounds will pay out much more. Overall, the system rewards battlegrounds more than roaming the world. That makes a gank less worthwhile, but nothing stops someone from doing it anyway.
Is "camping" in Forever about ganking?
Sometimes, but not always. Forever has a camping system: players build campfires that others can join for rest, vendors, repairs and profession buffs. Campfires can't be placed in cities or right next to another campfire, so they turn up in the open world. On a PvP ruleset that means you'll be resting in places enemies can reach. Corpse camping is still possible there, and Blizzard has announced no rule against it.
Tips for leveling on the PvP ruleset
- Group up. Forever spreads quest-item drops more evenly within a group, and the Recent Allies window lets you find the same people again.
- Go for the dungeons. Blizzard raised dungeon kill XP by about 20% on the beta and says dungeon leveling with perfect play should come very close to optimal questing speed.
- Save your Legacy Points. Rested-XP perks like Well Rested make every alt after your first one faster.
If you'd rather spend less time in contested zones, PewPewShop's vetted players offer leveling help and dungeon runs, for example Forever Leveling 1–30 from EUR 42. No bots, no cheats. Pick the ruleset that suits you; we can help with the climb.
