Yes. Blizzard's October 15 beta development notes make several party buffs in WoW: Forever raid-wide: Battle Shout, Trueshot Aura, Leader of the Pack (melee and ranged crit only), Moonkin Aura (spell crit only), and the Grace of Air, Strength of Earth, Windfury and Flametongue totems. This is beta tuning and may still change before the November 4 launch.

Why did Blizzard make these buffs raid-wide?

In original WoW, party-only buffs meant raid leaders shuffled groups around one Warrior, one Shaman or one Feral Druid. That fiddly setup decided who got invited. Per Wowhead, Blizzard said on its podcast earlier in the beta that it would look at whether totems and similar buffs should stay party-wide. The October 15 build is the result. Forever raids are 10 and 20 players, with Onyxia at 40, so one buffer can now cover the whole group.

Is Battle Shout still as strong?

No. Blizzard's Warrior deep dive already made Battle Shout smaller because both factions now have Shamans and Paladins bringing their own buffs. Improved Battle Shout is built in, so you no longer spend talent points on it. It is weaker per player but reaches more of them.

Do Leader of the Pack and Moonkin Aura stack?

The two auras now cover different stats. Leader of the Pack gives melee and ranged crit, and Moonkin Aura gives spell crit. An earlier beta note said they did not stack when both covered every kind of crit. Splitting them lets a Feral and a Balance Druid each bring something the other does not. Blizzard has not said anything more about how they interact, so check in game after launch.

Which Shaman totems still don't stack?

Grace of Air is no longer exclusive with Windfury or Flametongue. An earlier September beta note said Flametongue Totem does not stack with Windfury Totem or Flametongue Weapon. The October 15 notes confirm that Windfury Totem and Flametongue Totem stay exclusive with each other.
