Only three gear sources reliably increase your run speed in modern WoW: the Speed secondary stat on gear, a movement-speed boot enchant, and on-use trinkets or engineering tinkers. Everything else — class abilities, mount speed, skyriding talents — is not gear. Two things worth burning into memory: item speed bonuses are additive with each other, and Blizzard has never let them get out of hand. Stacking Speed on every slot gives you a noticeably snappier character, not a second mount.

Whichever movement-speed boot enchant belongs to the current expansion. Every recent expansion has one enchant in the boot slot whose entire job is run speed, and the older versions get power-scaled into irrelevance the moment a new one arrives.
In Classic the equivalent is Enchant Boots - Minor Speed for on-foot movement, plus Mithril Spurs if you have an engineer for mounted speed. They occupy the same slot, so pick based on whether you spend more time running or riding.
Does the Speed stat make my mount faster?
No. Ground mount speed is set by your riding skill, and item-based movement bonuses do not apply while you are mounted. Skyriding speed is its own system entirely — it comes from Vigor and your skyriding talents, not from anything in your bags.
That is the single most common misunderstanding behind this search. If your goal is "get across the zone faster", buy riding skill and spend your skyriding talent points. If your goal is "kite better, get to the boss faster, dodge more mechanics", then Speed stat and the boot enchant are what you want.
How do I get faster in WoW Classic?
Riding skill first, gear second. In Classic Era you buy the 60% mount at level 40 for roughly 100 gold and the 100% epic mount at 60 for around 1,000 gold; reputation discounts shave a chunk off both.
