The honest version of the answer is that the exact numbers are tuning values. Do Mythic raid bosses give more Valorstones than Normal?

Yes. The award scales with difficulty, so a Mythic kill is worth meaningfully more than the same boss on Normal, and Normal beats LFR. That said, the gap is not large enough to make Mythic raiding a Valorstone strategy. You raid Mythic for the loot track and the Crests; the Valorstones are a side effect.

Why can't I upgrade my gear if I have Valorstones?

Because an upgrade costs both currencies. Valorstones are the generic half and Crests are the gated half — Crests come from specific content at specific difficulties and have weekly earn limits. If an upgrade button is greyed out while you are sitting on hundreds of Valorstones, check your Crest count for that tier. That is nearly always the missing piece.
