There is no single "Midnight XP boost item" — leveling speed comes from a stack of layers that combine. Rested XP makes kills award double. Heirloom gear adds a percentage on top. War Mode adds more while you are flagged. An expansion XP consumable, if one is sold that patch, sits on top of all of it. The consumable is usually the smallest slice.

Yes. These are separate sources, and the game applies them together rather than making you pick one. That is why the biggest single win is not a purchase at all — it is logging out in an inn so your rested pool is full before a leveling session.
The practical order: bank rested XP first, wear a level-appropriate heirloom set, flag War Mode if you can tolerate world PvP, then pop a consumable only when you have a solid uninterrupted hour. Popping an XP buff and then spending forty minutes in queues wastes most of it.
What levels fastest in Midnight without any items?
Questing through a single zone's story chain is still the steadiest income, because campaign quests carry the largest XP awards and feed you gear that keeps your kill speed high. Dungeon spam competes only when you have a fast, geared group and short queues.
Mixing works better than committing to one. Run the zone campaign, clear the dungeon that unlocks alongside it, then move on. Skipping side quests you have no bonus objective for saves more time than any buff item gives back.
Does a level boost come with the expansion?
Higher-tier expansion editions have historically included a character level boost, and boosts are also sold separately on the Blizzard store. Check the edition breakdown on the official purchase page for Midnight rather than trusting a secondhand list — the contents of each tier change between expansions.
Remember what a boost does not give you: reputation, campaign progress, profession skill, or knowledge of your rotation. A boosted character starts at the cap and immediately needs the catch-up loop everyone else did on the way up.
Is War Mode worth it while leveling?
On a quiet zone, yes — free XP for a toggle. On a contested leveling route during the first weeks of a new expansion, the bonus rarely covers the corpse runs. Turn it on, judge your first hour honestly, and toggle it off in a capital if you spent more time dead than questing.
