No. Forever's Hyjal Summit is a new 20-player raid set in the expanded Mount Hyjal zone, where the summit is being drained of power (per Blizzard's BlizzCon panel). The TBC raid was the Battle for Mount Hyjal, a 25-player instance in a different game version.
Not published. Blizzard has shown the setting and the raid size (20 players); boss lists and loot come closer to the December 9 unlock. Pre-orders are for a full clear at whatever length the raid ships with.
