On the beta, yes, but only through a back door Blizzard says it never meant to leave open. Horde get the Dalaran Sewer Key from a quest chain in Tarren Mill and run the City of Dalaran dungeon (levels 20–35). After that, the quest Shrewd Negotiations turns the city guards neutral. Blizzard's Josh Greenfield said on October 8 that full Horde access to the city "isn't really intended" and will be looked at.

Quick facts: Horde and Dalaran in WoW: Forever
- Where: Dalaran is a playable city in the Alterac Mountains, north-west of Southshore. It's a Sanctuary, and Horde are not welcome there by default.
- Alliance access: Alliance players walk in freely. They get the key and a quest from Image of Archmage Modera outside the city and enter the dungeon through the Dalaran Sewers (Cantrips & Crows).
- Horde access: Horde enter the City of Dalaran dungeon from outside the city with the Dalaran Sewer Key.
- Dungeon level: 20–35, per Blizzard. It became testable on the beta with the October 8 build, and the beta is capped at level 30.
- Status: This is all beta content, and quest names and the route may change before launch on November 4, 2026.
The Horde route on the beta, step by step
- Go to Tarren Mill. Magus Wordeen Voidglare gives Prison Break In and Key to the City, where you get the Grimy Key. Keeper Bel'varil gives Stone Tokens, which asks for 10 Worn Stone Tokens.
- Do Dalaran Patrols (kill 6 Dalaran Summoners and 12 Elemental Slaves) and Bracers of Binding (collect 4 Bracers of Earth Binding).
- Hand in Blood in the Streets to Image of Archmage Modera outside Dalaran. Then do Heart of Disruption: go into the city and collect the Arcane Mote. That chain gives you the Dalaran Sewer Key.
- Run the City of Dalaran dungeon.
- Take the quest Shrewd Negotiations: carry the Arcane Mote from the Shade of the Archmage into the city and turn it in to Archmage Celindra. On the beta this made the guards neutral to Horde.
What can Horde actually do inside Dalaran?
Not much yet. Wowhead found that Horde who finished Shrewd Negotiations could buy supplies, use the Mage trainer and use the stable, but most citizens offered no services. For Alliance, the city has Druid and Mage trainers, seven profession trainers, a Transmogrifier, a barbershop and battlemasters in The Underbelly, but you shouldn't expect Horde to get all of that.
Will Horde keep Dalaran access at launch?
That's not decided. Greenfield wrote on X that full Horde access "isn't really intended" and that the team will look at it, so the neutral guards could be patched out before November 4. If you're planning a Horde character around Dalaran, expect the dungeon to stay, but don't count on the city.
Can Horde earn Kirin Tor reputation in Forever?
Not as intended. In the same October 8 post, Greenfield said Horde gaining Kirin Tor reputation is already fixed internally for next week's beta build. Any Kirin Tor rep a Horde tester earns right now comes from a bug that is about to be closed.
How do I get to Dalaran in the first place?
Take the stairs north of Hillsbrad Fields. No flight path lands in the city. Skyborne can also use the flying "boat" from Valanaar on Zephras Isle, and Alliance have a portal between the Violet Citadel and Stormwind's Wizard's Sanctum.
