1. Hit level 40 on the character that needs it — the unlock is per character, not account-wide.
2. Have 1,000 gold in that character's bags. Alts can't chip in through a shared pool, so mail it over if a bank alt is holding it.
3. Go to your class trainer. Every capital has one (Stormwind, Ironforge, Darnassus, the Exodar; Orgrimmar, Thunder Bluff, Undercity, Silvermoon), and Dalaran has them once you reach Northrend.
4. Pick the Dual Talent Specialization option in the trainer's dialogue and confirm. The gold leaves instantly.
