To get into Tempest Keep: The Eye in TBC Anniversary you need the Tempest Key. A'dal in Shattrath gives it after you finish the Trials of the Naaru: Mercy, Strength and Tenacity. These are Heroic dungeon tasks in Shattered Halls, the Steamvault, Shadow Labyrinth and the Arcatraz. After that you kill Magtheridon. In the Anniversary version the attunement is account-wide, so you only do it once.

Is the Tempest Keep attunement account-wide in TBC Anniversary?
Yes. Blizzard's notes for the Anniversary realms say a raid attunement done on one character unlocks that raid for every character on the account. Get the Tempest Key on your main and your alts can zone into The Eye without redoing the trials. The Heroic keys are also Bind-on-Account at Revered, so one reputation grind covers all your characters.
When did The Eye open, and is the attunement going away?
Blizzard's announcement put Serpentshrine Cavern and Tempest Keep: The Eye in Phase 2 on May 14, 2026, in their post-nerf versions. Phase 3 (Black Temple and Hyjal) has been live since August 27, 2026. Blizzard hasn't said whether or when attunements will be removed in this version, so plan on doing the chain.
What is the slowest part of the TK attunement?
It's almost always Tenacity. To run Heroic Arcatraz you need the normal Arcatraz key from its own quest chain and Revered with The Sha'tar. Mercy and Strength depend on Honor Hold or Thrallmar, Cenarion Expedition and Lower City. If your reputations are behind, Heroic dungeon runs and turn-ins will take up most of your time.
Do I need the Tempest Key for the other Tempest Keep wings?
No. The Mechanar, the Botanica and the Arcatraz are separate 5-player dungeons with their own entry rules. The Tempest Key only covers the raid, The Eye, home of Al'ar and Kael'thas Sunstrider.
