In WoW: Forever, Druids get Cat Form at level 20 from a class quest, The Great Cat Spirit (Skyborne Druids get The Great Windborne Cat Spirit). It asks for three relics from the Stormrage Barrow Den. Bear Form comes earlier, at level 10. On the beta the relics were bugged, but Wowhead reports that this should now be fixed.

Step by step
- Level your Druid to 20. That is also the current beta level cap, so on the beta Cat Form is the last big unlock before the cap rises to 30.
- Pick up The Great Cat Spirit. Skyborne Druids get the Windborne version instead. If you can't find it, ask your Druid trainer.
- Travel to the Stormrage Barrow Den and find the three relics the quest asks for.
- Loot all three relics, then turn the quest in to learn Cat Form.
Why can't I loot the Stormrage Barrow Den relics?
Early beta players ran into a no-loot error on the relics. It looked like only one person could loot a relic at a time, and some griefers kept spam-clicking them so nobody else could get one. Wowhead has since updated its report to say the problem should now be fixed. If you still get the error, wait a moment and try again. When the area is crowded, the relic may simply be in use by someone else.
Is the Skyborne Cat Form quest different?
The name is different: Skyborne Druids get The Great Windborne Cat Spirit. The goal is the same: three relics from the Stormrage Barrow Den. Skyborne Druids also have their own sky-blue shapeshift forms, so their cat looks different from a Night Elf or Tauren cat.
What changed for Feral Druids in Forever?
According to Blizzard's beta development notes from September 24, Feral's Mangle is now called Primal Bite and no longer applies its old debuff. The Primal Fury talent was renamed Blood Frenzy. Wowhead also reports that Druids can now use elixirs and potions without leaving a form. Beta tuning can still change before launch.
Are there items that help with shapeshifting early on?
Yes, for Horde Skyborne. Meddlesome Mages, a quest from Illaya Amberwind in Shen'dar Village at around level 5–6, rewards the Druid idol Windcharged Leaf. It lowers the mana cost of shapeshifting by 40. Alliance characters can't take this quest.
