In SoD, Waylaid Supplies were crates that dropped from ordinary enemies while you leveled. Each crate was labeled with a specific trade good — a stack of cloth, ore, leather, a crafted item, that sort of thing. You could hand the crate in empty for a small amount of reputation, or fill it with the requested goods first and hand it in for noticeably more. Turn-ins went to supply officers in the capital cities, and reaching higher standings with the Commerce Authority or Durotar Supply and Logistics unlocked vendor items, including profession recipes and gear.
Treat all of that as "how it was", not "how it is". Forever's professions get 600+ new recipes and the reputation side of the game has its own Legacy challenges, so the reward list could easily differ. Do not plan a launch-day strategy around SoD vendor tables.

Blizzard has not listed Forever turn-in locations. In Season of Discovery the supply officers stood in the faction capitals — Stormwind, Ironforge and Darnassus for the Azeroth Commerce Authority, Orgrimmar, Thunder Bluff and Undercell for Durotar Supply and Logistics. Beta testers will map the Forever positions during the September–October window; until then, checking the capital city trade districts is the sensible first move.
Is Waylaid Supplies reputation worth grinding in Forever?
It depends on what the vendors sell, and that is the unpublished part. What is known is that reputation matters more in Forever than in original Classic: the Legacy system has a whole "Maximizing Reputations" challenge category that awards account-wide Legacy points, and the Resourcefulness tree has a Diplomat perk giving +2% reputation per rank. If the Commerce Authority and Durotar Supply and Logistics count toward those challenges, every filled crate does double duty. Blizzard has not confirmed which reputations qualify.
