City of Dalaran (levels 28–33) in WoW: Forever is locked behind an attunement questline. Alliance players start with An Alarming Request from Emissary Jacques in Southshore. Horde players start with Key to the City and Prison Break-In from Magus Wordeen Voidglare in Tarren Mill. Both chains end with a way into the Dalaran sewers, which is where the dungeon begins.

How does the Alliance get in?
Blizzard names An Alarming Request from Emissary Jacques in Southshore as the Alliance starter. On the beta, Alliance players then get the key and a quest from the Image of Archmage Modera outside the city. They enter the dungeon through the Dalaran Sewers, by way of Cantrips & Crows. Dalaran is a sanctuary for the Alliance, so you can walk the streets safely before you go in.

No. Since the October 15 beta build, the Horde is not welcome in Dalaran under any circumstances, and the guards attack on sight. In earlier builds, a follow-up quest called Shrewd Negotiations made the guards neutral. Blizzard said that was never intended and closed it. This does not stop Horde from entering the dungeon. The Dalaran Sewer Key still opens the way in from outside the city. It just no longer gives open-world access to the city itself.
Is there a secret boss in City of Dalaran?
Yes, on the beta. Lyn the Ignored hides in the sewers. To summon her:
- Defeat Archmage Arugal in Shadowfang Keep and click the book on his table to get the Black Tome.
- Use the Black Tome next to the Ambermill Leyline Focus in Ambermill (Silverpine Forest). It becomes the Tome of Dalaran.
- Inside the dungeon, use the Tome in a sewer room that used to be a dead end.
The Tome isn't used up and has a 3-minute cooldown.
When should I start the attunement?
Start it in your mid-to-late 20s, so the dungeon is ready around level 28. The Horde chain has a lot of kill and collect objectives in the Alterac and Hillsbrad area, so it fits naturally into questing there. Blizzard hasn't published the boss list or loot. Wowhead has found a City of Dalaran-themed set in the beta files, Violet Sorcerer's Vestments, but it isn't known which bosses drop the pieces.
