At level 70 a TBC warrior has 61 talent points. For raid DPS, Fury is the main spec: Rampage at the bottom of the tree, with about 17-20 points in Arms for Deep Wounds and Impale. Tanks go 41 or more into Protection for Devastate. In PvP and arena, Arms is the usual pick, built around Mortal Strike and Endless Rage.

What is the best fury warrior TBC build?
Most raiders take the Arms tree as far as Impale, picking up Improved Heroic Strike, Deep Wounds and Anger Management on the way. Everything else goes into Fury. The talents that matter most there are Flurry, Bloodthirst, Rampage, Dual Wield Specialization, Precision, Weapon Mastery and Improved Berserker Stance. You fight in Berserker Stance with two one-handed weapons. Rampage stacks attack power while you keep landing hits, so a Fury warrior gets stronger as the gear improves. That's why the spec scales so well into Phase 3 and the Black Temple and Mount Hyjal raids.
What are the best prot warrior TBC talents?
Go to the bottom of the Protection tree for Devastate. Make sure you have Anticipation, Shield Specialization, Improved Defensive Stance, Defiance, Focused Rage, Vitality and Shield Slam. Your last points can go into Arms for threat and rage talents, or into Fury for Cruelty. For raid tanking, the target is 490 defense. That makes you immune to critical hits from raid bosses, and most tanks treat it as more important than any one talent.
Is Arms viable in TBC?
In PvP it's the standard spec. Mortal Strike's healing reduction is a big part of why warriors are wanted in arena teams. In raids, a group often brings one Arms warrior for the Blood Frenzy debuff, which raises physical damage for everyone. A pure Arms warrior usually does less personal damage than a well-geared Fury warrior, though.
Which spec should I level with?
Most players level as Arms because a big two-handed weapon and Mortal Strike make questing smoother. Once you hit 70, respec to Fury for raids or to Protection for tanking. If you plan to tank heroics, you can switch earlier.
