Stratholme has 16 quests in WoW Classic. All are level 60 and need level 52 to 58 to accept. Most come from Eastern Plaguelands givers at Light's Hope Chapel and nearby: Duke Nicholas Zverenhoff, Betina Bigglezink, Leonid Barthalomew, Anthion Harmon and Smokey LaRue. Two start with Aurius inside the city, and Horde players get one extra quest, Ramstein.

Which Stratholme quests should you do first?
What is the main Stratholme quest chain?
Duke Nicholas Zverenhoff runs the longest chain. The Archivist sends you after Archivist Galford and the Scarlet Archive. The Head of Balnazzar then drops and starts The Truth Comes Crashing Down, which unlocks Above and Beyond, where you kill Baron Rivendare. Pick up The Archivist before your first run so the whole chain moves forward together.
Which quests can you finish in a single run?
Grab everything from Light's Hope Chapel before you zone in. The Flesh Does Not Lie, Houses of the Holy and The Restless Souls all fill up just from clearing the city: flesh samples come from any mob, holy water from crates, and the ghosts are all over the streets. The Active Agent follows The Flesh Does Not Lie, so you will usually turn it in on a later trip.
Is Dead Man's Plea the timed Baron run?
Yes. Dead Man's Plea needs level 58 and has you rescue Ysida Harmon from Baron Rivendare. This is the run where speed matters, so bring a group that already knows the route.
Why do quests from Blackrock Mountain show up under Stratholme?
Both Lord Valthalak's Amulet quests come from Bodley in Blackrock Mountain. You go into Stratholme to use the Brazier of Beckoning, summon Jarien and Sothos and kill them, which is why Questie's quest database files these two under Stratholme.
