The Midnight Base Edition does not include a character boost. On every recent World of Warcraft expansion the boost has sat in the upgraded tiers, while the Base Edition buys the expansion itself and nothing else. If a free boost is what you want, you need the higher edition, an edition upgrade, or a boost bought separately from the in-game shop.

What level does a Midnight edition boost take a character to?
Expansion boosts have always dropped you at the previous expansion's level cap, not the new one. Going into Midnight that means the cap you finished The War Within at — level 80 — with the new expansion's levels still yours to play through.
That is by design. Blizzard sells the boost as a way to skip old content and start the current story with an alt, not as a way to skip the expansion you just bought.
Is the Epic Edition worth it just for the boost?
Only if you would actually have bought a boost anyway. The price gap between Base and Epic is wider than a standalone boost costs on its own, so the maths only works if you also want the early access, the game time and the mount. If you want purely the boost, buy Base and grab the boost separately — it is usually the cheaper path.
What does a boosted character actually get?
A boost hands you a full set of level-appropriate gear, larger bags, some gold, and your riding training so you are not stranded on foot. What it does not hand you is professions at cap, reputations, campaign progress, or any idea how your class plays at max level — those are the real bottlenecks new alts hit.
Should I boost or level normally?
Level normally if the class is new to you; you will play it far better for it. Boost when you already know the class and simply do not want to repeat a levelling stretch you have finished five times. A boosted character you cannot pilot is worth less than a levelled one you can.
