Is Cutting Edge the same as Ahead of the Curve?

No, and the gap between them is large. Ahead of the Curve comes from the Heroic final boss and stays obtainable for the whole tier — most guilds get it. Cutting Edge is the Mythic version, and historically only a small slice of the raiding population ever earns it in a given tier.

If you only want the Heroic feat, the cheaper route is a Heroic Last Boss run from EUR 28 or a Heroic Raid full clear from EUR 55. Do not pay Mythic prices for a Heroic goal.

When exactly does the window close?

When the next raid tier launches with a content patch. Blizzard does not publish a countdown for it, so the practical rule is: if a new raid has been announced on the PTR, your remaining runway is measured in weeks, not months.
