The word people trip over is "realmless". Blizzard removed the server list, so nobody rolls on a named realm anymore. What did not go away is the region layer underneath. An EU character lives in the EU ecosystem, a US character in the US one, and there is no bridge between them for grouping, trading or mail.

Do EU and US get Forever patches at the same time?

Not at the same clock moment. In the September 17 Q&A, as summarised by Wowhead, Blizzard said patches are staggered by time zone. That matches how Classic and Modern already work: a content update lands during each region's own maintenance window rather than flipping on globally. So for a day or so an EU player and a US player can be on different builds.

The launch itself is the exception. November 4 at 3 p.m. Pacific is one worldwide start, so nobody gets a head start on day one. For the raid unlock on December 9 (Barrow Deeps, Hyjal Summit and Onyxia's Lair together), expect the usual region-by-region timing; Blizzard has not published per-region hours yet.

Can I play WoW: Forever with US friends from EU?

Only if you both have characters in the same region. There is no cross-region grouping, dungeon finder or auction house in Forever. If your friends are on US, the practical route is to level a character in the US region alongside them and treat it as a separate character with its own gold, gear and name.

Whether one subscription covers characters in more than one region, and exactly how you choose a region without a realm list, is not something Blizzard has confirmed for Forever specifically. Until it does, plan on the character being tied to the region where you made it.

Where do Oceanic and other regional players end up?

Oceanic players are hosted on Oceania data centers for lower latency, but they share the US-wide auction house and count as part of the US region for grouping. That is the one case where "region" and "data center" are not the same thing. For everyone else, region equals the ecosystem you play in.

Does the ruleset matter for playing together?

Yes, within a region. Each ruleset (Normal, PvP, Roleplaying, and later Hardcore) is its own large ecosystem, and you cannot group across rulesets.
