A WoW: Forever character belongs to one ruleset, and moving it to another one takes a character transfer. You cannot switch rulesets from the character screen or by logging in elsewhere.
Blizzard confirmed in its live Q&A, per Wowhead's recap, that switching rulesets needs a transfer. It has not said what a transfer costs, when the service opens, or whether there are cooldowns. Until it does, plan as if the ruleset you pick on reservation day is the one you will level on.
WoW: Forever PvP BoostPick the PvP service you need for WoW: Forever; every line on the list has its own price.from 3 EURGet it doneCan I play with friends on a different ruleset?
No. WoW: Forever does not allow grouping across rulesets, and Horde and Alliance stay separate as well. A friend on PvP and a friend on Normal cannot quest or run dungeons together.
Battlegrounds are the exception, because they are shared across rulesets. That is the only regular way characters on different rulesets meet.
What carries over between rulesets?
Collections and Legacy Points are shared across your account on every ruleset except Hardcore. That means the transmog appearances, mounts and Legacy progress you earn on Normal also show up on a PvP or RP alt.
Hardcore only lets progress out. Legacy Challenges completed in Hardcore count on the other rulesets, but nothing comes into Hardcore. A Hardcore character that dies can transfer to another ruleset, including PvP, so a death does not end that character. The full Hardcore rules have not been published.
How does the 3-character name reservation limit work?
During Early Name Reservation, each eligible account can create at most three characters, and that total covers every ruleset combined. It is not three per ruleset.
The cap only applies to the reservation window. Blizzard has not announced the character limit after launch and has mentioned technical limits. Because names are unique across the region, reserving "Ana Forever" on PvP means nobody, including you, can use that name on Normal.
Can I reserve a name on the Roleplay-PvP ruleset?
Blizzard added Roleplay-PvP for launch on October 22, and its October 27 notice for Oceanic players lists Roleplay-PvP among the rulesets you can create characters on during reservation.
Reservation opened late because of technical problems, and per Wowhead some players still reported missing rulesets after the first wave of disconnects was fixed. If Roleplay-PvP does not show up for you, wait for a restart rather than spending a slot on a different ruleset.
What is the Oceanic RP ruleset bug?
Oceanic players on Australian servers have to create Roleplay or Roleplay-PvP characters before any Normal or PvP character. If they create a Normal or PvP character first, the RP rulesets disappear for their later characters. Blizzard is working on an urgent fix.
Oceanic players run on Oceania data centers but share the US-wide auction house, and grouping with North America uses the party leader's location. Regions are not connected to each other.

Frequently asked questions
Can you transfer characters between rulesets in WoW: Forever?
Yes, through a character transfer. Forever has no realms, so a character belongs to a ruleset (Normal, PvP, Roleplaying or Roleplay-PvP), and moving it means transferring it. Blizzard has not announced the price, the start date or any cooldowns, so treat your first ruleset choice as long-term.
How many characters can I reserve in WoW: Forever?
Up to three characters per account during Early Name Reservation, October 27 to November 3, and that total covers every ruleset combined. Two characters on PvP leaves one slot for Normal or Roleplaying. You need the Skyborne Heroic Pack, Epic Pack, Warcraft Forever Collection or Collector's Edition to reserve.
Is there an RP-PvP ruleset in WoW: Forever?
Yes. Blizzard added a Roleplay-PvP ruleset on October 22 after first saying there were no plans for one. It launches on November 4 alongside Normal, PvP and Roleplaying (RP-PvE). Some players reported missing rulesets when reservation opened, so it may take a restart before it appears.
Can I group with friends on another ruleset in WoW: Forever?
No. Forever does not allow grouping across rulesets, and factions stay separate too. The only shared space is battlegrounds, which pull players from every ruleset. If you want to quest, run dungeons or raid with friends, everyone needs a character on the same ruleset.
Do collections and Legacy Points carry across rulesets?
Yes, on Normal, PvP, Roleplaying and Roleplay-PvP. Collections and Legacy Points are account-wide on all of them. Hardcore is the exception: progress earned there counts on the other rulesets, but nothing from them carries into Hardcore.
Are WoW: Forever names unique per ruleset?
No, names are unique across the whole region. Every character has a first name and a second name, and that full name cannot be used twice on any ruleset in the region. Names are first come, first served and not guaranteed, so reserve important names early.
