Warlock races in WoW: Forever compared
Five races can roll a Warlock at launch: Orc, Undead and Troll for the Horde, Human and Gnome for the Alliance. Troll Warlock is one of the six new race and class combos. Skyborne cannot be Warlocks.

Is Orc Command worth it for every Warlock spec?
Command gives the most value to Warlocks who keep a demon out. That covers leveling, most Demonology builds and Affliction with a Felhunter or Voidwalker. Blizzard also made pets scale with the Warlock's own stats, so the 5% applies to a bigger damage share than it did in Classic.
Destruction players who sacrifice their pet get less from Command. The 31-point Demonology talent Demonic Pact changes that. It lets you summon a different demon without cancelling Demonic Sacrifice, so you keep the buff and still have a pet benefiting from Command.

Troll is a fine Warlock race, but it is not the strongest one. Its confirmed Forever change is Regeneration going up to +20% health regeneration, which helps between pulls while leveling. Nothing in its kit boosts pets or spell damage the way Command does.
Josh Greenfield said on the podcast that the Orc and Troll active racials might be "a little too strong." Blizzard has not published a Troll-specific Warlock bonus since then. Pick Troll if you want the new combo's look and animations, and accept that it is a slight compromise.
What is the best Warlock race for PvP in Forever?
Undead is still the PvP pick, even though Will of the Forsaken no longer grants immunity. It breaks Fear, Charm and Sleep, and enemy Warlocks and Priests rely on those. Orc is a close second. Shatter Curse can dispel the Curses and Banes that the other Warlock relies on.
On the beta, Warlocks dominated the community Forever Open tournament. Per Wowhead, the class had a 79% win rate at level 30. That tournament was not run by Blizzard, and beta numbers are not a launch balance verdict.
What is the best Alliance Warlock race?
Human edges out Gnome for most Alliance Warlocks. In Forever, Life Tap scales with Spirit, and Humans now get +10% Spirit plus +1% critical strike chance. The result is more mana per tap and a small damage gain.
Gnome comes close. Expansive Mind raises your mana pool, and Eureka! gives a short window with cheaper, stronger spells. It is the better choice if you play in bursts. The margin between the two races is small, so pick the one you like looking at.
Can Skyborne or Dwarves be Warlocks in Forever?
No. Skyborne can play Warrior, Hunter, Rogue and Druid. On top of that, Horde Skyborne can be Shaman and Alliance Skyborne can be Mage. Dwarves got Shaman as their new class, not Warlock.

Yes. Blizzard's October 26 racial tuning pass re-added the Orc racial Command, which increases Warlock and Hunter pet damage by 5%. No other race has a racial that boosts Warlock pets directly, so Orc is the strongest all-round Warlock race at launch.
