On the WoW: Forever beta, Horde players unlock the City of Dalaran dungeon by earning the Dalaran Sewer Key. The quest chain starts in Tarren Mill with Magus Wordeen Voidglare and Keeper Bel'varil and ends at Image of Archmage Modera outside Dalaran, where Heart of Disruption awards the key. Quest names come from the beta and may change before launch.
The Horde Dalaran key chain, step by step
This order comes from a beta player video that Wowhead reported on October 6, 2026. Treat it as beta content: quest names, objectives and order can still change before the November 4 launch.

- Tarren Mill, Magus Wordeen Voidglare: pick up Prison Break In and Key to the City. For Key to the City you need to find the Grimy Key.
- Tarren Mill, Keeper Bel'varil: take Stone Tokens and collect 10 Worn Stone Tokens.
- Dalaran Patrols: kill 6 Dalaran Summoners and 12 Elemental Slaves.
- Bracers of Binding: collect 4 Bracers of Earth Binding.
- Blood in the Streets: turn it in to Image of Archmage Modera, who stands outside Dalaran.
- Heart of Disruption: go into the city, collect the Arcane Mote and turn the quest in. The reward is the Dalaran Sewer Key.

Why does Horde need a key when Alliance doesn't?
Dalaran in Forever is a Sanctuary city where the Horde is not welcome. Alliance characters can walk the streets and reach the dungeon through the sewers under Cantrips & Crows. Horde characters cannot use that route, so they go in from outside the city, and the Sewer Key is what lets them in. The quests are written as a break-in: you sneak around a city that doesn't want you there.
Is this a real attunement?
It works like an access quest, not a classic raid attunement. You only need it to get into City of Dalaran as Horde. Blizzard has said the launch raids (Barrow Deeps, Hyjal Summit and Onyxia's Lair, all unlocking December 9) need no attunement. Whether any later content will have one is still unknown.
What level should I be to start the chain?
Blizzard hasn't published required levels for these quests. The dungeon itself is listed at 20–35, so expect the chain to fit that range. Bring a group if Dalaran Patrols turns out to involve elites. The beta cap is currently 30, and Blizzard hasn't put Dalaran on the beta yet, so nobody has confirmed exact numbers.
Can I play City of Dalaran on the beta right now?
Not yet. The October 1 build added the Excavation Site in the Wetlands (26–31) and opened Razorfen Downs and Uldaman. Blizzard said City of Dalaran comes in a later beta update. Blizzard hasn't published the boss list or loot either.
