Yes — Draenei are fully boostable in Burning Crusade Classic. Draenei arrived with TBC, and the level-58 Dark Portal Boost applied to every Alliance race and class, Draenei included. Nothing about being a new race locked them out. The catch was never the race: it was the one-free-boost-per-account limit and the fact that a boosted character lands at 58 with almost no gold, reputation or profession skill.
