Yes, but only by moving the character. WoW: Forever is realmless: you pick a ruleset (Normal, PvP, Roleplaying, or Hardcore after launch), and Blizzard confirmed at the September 17 Q&A that switching rulesets requires a character transfer. There is no toggle; a PvP character stays PvP until it is transferred. Hardcore is one-way: characters can leave it, none can enter.

Blizzard framed each ruleset as its own large ecosystem, not one giant pool. That is why the game cannot simply flip a flag on your character: the people, economy and world state around you are different on the other side, so moving means a proper transfer, the same way the Q&A described it.

Yes. Blizzard's statement was general, "switching rulesets needs a character transfer," with the only stated restriction being that nothing goes into Hardcore. So PvP to Normal, Normal to PvP, or either to Roleplaying all fall under the same transfer rule. What has not been published is whether Blizzard will charge for it, limit how often you can do it, or open it on November 4 rather than some weeks later. Plan on the transfer existing; do not plan a budget around it yet.
Practical advice: decide before you invest serious hours. Forever has no level scaling and a 1–60 climb that boosters estimate at two to three weeks, so a transfer is not something you want to rely on halfway through.
What comes with the character when I switch?
The character itself: level, gear, professions and quest progress all belong to that character, and a transfer moves the character. Around it, Collections and Legacy Points are account-wide across Normal, PvP and Roleplaying, so those never depended on ruleset to begin with. Your Full Name (main name plus mandatory secondary name) is unique across the whole region, not per ruleset, so a switch should not run into a name clash.
The Hardcore exception applies here too: Hardcore progress flows out to other rulesets, but account-wide unlocks earned elsewhere do not flow in.
Do I have to transfer to play with friends on another ruleset?
For dungeons, raids and open-world grouping, yes. There is no cross-ruleset grouping in Forever. Battlegrounds are the one exception: they are shared across rulesets, so a Normal player and a PvP player can queue Warsong Gulch, Arathi Basin, Alterac Valley or the new 15v15 Darkspear Islands without anyone moving. If your friends only want to PvP together, nobody needs a transfer. If they want to run Drowned City or Barrow Deeps with you, someone does.
One more limit: rulesets are region-bound. Forever is realmless but not regionless, so a transfer changes ruleset, not region. Oceanic players sit on Oceania data centres sharing the US-wide auction house, and EU stays EU.
How does Hardcore fit in?
Hardcore launches after November 4 as an enclosed ruleset. When a Hardcore character dies, it can transfer out to Normal, PvP or Roleplaying and keep playing; that is the one "switch" Blizzard described in detail. You cannot bring a living or dead character from another ruleset into Hardcore, and Legacy Points earned outside do not enter it. Full Hardcore rules beyond that were not published at announcement.
