Not for launch. Neither Barrow Deeps nor Hyjal Summit has a key questline — the "no attunement" statement covered all three December raids. What you will realistically need is simpler: a level 60 character, dungeon-quality gear, and a group of 10 or 20 in your faction and ruleset.
