A modern World of Warcraft raid runs 10-30 players on Normal and Heroic, and exactly 20 on Mythic. Normal, Heroic and Raid Finder all use flexible scaling, so boss health and damage adjust to however many people you bring. Mythic has no flex at all. The raid group frame itself still holds up to 40 characters, a leftover from the original 40-player raids.

Does the number of players change how hard a raid is?
On flexible difficulties, yes and no. Boss health pools and some damage values scale to your headcount, so a 14-player group is not fighting a 30-player health bar. What does not scale cleanly is your ability to cover mechanics: some fights spawn a fixed set of jobs that a smaller group has to split between fewer people.
That is why a lot of guilds settle around 18-22 for Heroic progression. Big enough to absorb a death, small enough that everyone knows their assignment.
Why is Mythic locked to 20?
Because tuning a fight for a single, exact headcount lets the designers be far more precise. Mythic encounters assume a known number of interrupts, dispels, soaks and movement bodies, and they are balanced right up to the edge of what 20 players can cover. Flexible scaling would blur that.
The practical cost is roster management: you need 20 online, geared and present. Most Mythic guilds recruit 23-25 raiders to reliably field 20 on a raid night.
How few people can actually start a raid?
You can form a raid group with two people and walk into current flexible content, but the scaling floor is 10 - bosses are still tuned as if you had a full ten-player group. So while nothing stops you from entering with six, the encounter will not shrink further to match you. Older expansions are the exception: outleveled raids get scaled down enough that solo and duo clears are normal.
How many people were in old 40-man raids?
The original raid tier ran at 40 players: Molten Core, Onyxia, Blackwing Lair, Ahn'Qiraj and the first version of Naxxramas. The Burning Crusade cut that to 25, with 10-player raids alongside it. Wrath of the Lich King shipped every raid in both 10 and 25 versions, and later expansions consolidated into the flexible 10-30 system plus fixed 20-player Mythic that the game uses today.
Do all 20 or 30 players get loot?
Loot drops scale with raid size, so a larger group generates more items but spreads them across more people. Per-player, the odds are roughly comparable no matter what size you run. Group loot and personal loot rules vary by difficulty and by how the raid leader sets it up.
