The name «Classic+» you see on forums is community shorthand for the same thing: Forever is the third WoW experience next to Modern and Classic, built by the Classic team and set in the game's first year. New content arrives in patches, not expansions, so Onyxia is the opening chapter of Forever raiding rather than a one-off nostalgia event.

Blizzard has confirmed the raid, its size and its release window — and nothing else. Every class and specialization is being reworked, itemization is being redone from the ground up (hit chances merged into one stat, caster weapons carrying spell damage, improved set bonuses), so expect the encounter and its rewards to feel different even if the dragon looks familiar. Whether the original attunement chain, loot table or the classic head-turn-in buff survive is unknown until Blizzard publishes it.
The story timeline is «after Warcraft III: Forsaken Kingdom and before Molten Core». That describes the setting, not the raid list — Blizzard has not said whether Molten Core or Blackwing Lair exist at launch. Onyxia, Barrow Deeps and Hyjal Summit are the three raids you can count on for December 9.
Can I get an Onyxia kill on day one?
Only if you are level 60, geared enough for a fresh 40-player raid and have 39 people with the same goal on your ruleset and faction. Rulesets do not group with each other, so a Normal-ruleset character cannot join a PvP-ruleset raid. Forever also has no level scaling and no flying, and boosters currently quote 2–3 weeks for a full 1–60 at launch — so «I'll be ready by December 9» is realistic, but only if you start on November 4.

Should I wait for the raid or pre-order now?
Pre-ordering makes sense if you already know you want to raid in December and would rather not scramble for a 40-player group in the first chaotic week. Waiting makes sense if you want to see Blizzard's final loot and encounter details first. Either way, nothing about Forever raiding needs a separate purchase — an active subscription or Game Time is all the game itself asks for.
