Yes — in World of Warcraft: Forever, battlegrounds are shared across rulesets. A character on the Normal, PvP or Roleplaying ruleset who queues for Warsong Gulch, Arathi Basin, Alterac Valley or the new Darkspear Islands enters the same battleground pool, per Wowhead's recap of Blizzard's September 17 live Q&A. Open-world grouping stays inside your own ruleset; only the battleground queue is pooled.

Why Blizzard pooled the queue

Classic-era PvP always lived or died on queue times. Splitting the population three ways would leave the Roleplaying ruleset, and probably Normal, staring at a 45-minute Alterac Valley timer. Pooling the queue lets each ruleset keep its own world rules while every battleground fills from the full regional population. It also keeps Horde/Alliance balance systems — the PvP ruleset borrows those from Season of Discovery — from mattering inside the instance, since teams are drawn from everyone.

Does a Normal-ruleset player have to fight PvP-ruleset players?

Inside a battleground, yes. Queuing is your consent. The Normal ruleset's 'PvP only by mutual consent' rule protects you while questing and camping in Azeroth; once you step through the battlemaster's portal you're on the same footing as someone who rolled PvP on day one. Outside instances nothing changes — a PvP-ruleset player cannot reach you in the Barrens.

Do Hardcore characters share battlegrounds too?

Unknown. Blizzard describes Hardcore as an enclosed ruleset that opens after launch: progress and dead characters can flow out to another ruleset (PvP included), nothing flows in. Whether Hardcore characters can enter the shared battleground pool, and what happens to a Hardcore character who dies in one, has not been published. Treat any claim either way as a guess until Blizzard says otherwise.

Does Honor rank carry across rulesets?

Honor rank is character progress, not account progress, so it lives on the character that earned it. What does travel account-wide is Collections and Legacy Points (except into Hardcore). The Legacy tree even has a Resourcefulness perk, For Great Honor, worth +2% Honor per rank — that bonus applies to any of your alts regardless of ruleset. Blizzard also said Honor gains have been rebalanced away from AV camping, and datamined rank rewards run from a tabard at rank 1 through Black War mounts at 11 to the Weapon Arsenal at 14 — all subject to change.

Can I switch rulesets later without losing my character?

Yes, but it requires a character transfer, not a menu toggle. Since battlegrounds are pooled anyway, the reason to move is world rules — wanting open-world PvP, or wanting out of it — rather than queue quality. Your two-part name (first and last) is unique across the whole region, so it stays yours after a transfer.
