Frost Blast is a new Mage spell in WoW: Forever that becomes available at level 24. According to Blizzard's October 15 beta notes, it has a 1.5-second cast, deals damage and slows the target by 40%. All Frostbolt talents affect it, and it costs more mana. It replaces the old trick of spamming Rank 1 Frostbolt to slow, which downranking penalties now punish.

Why Blizzard added it

What happened to Rank 1 Frostbolt in Forever?

It still exists, but it is no longer the free utility spell it was in Classic. A change on the beta, reported by Wowhead on October 9, updated the Spell Damage tooltip. It now says that spells cast at ranks far below your level get less benefit from Spell Damage and Spell Healing, and a lower chance to trigger class abilities and talents. A note from the developers in the same build spells it out: Rank 1 Frostbolt cast at level 60 has a 0% chance to trigger Frostbite. A Rank 1 Frostbolt still slows, but its damage and proc value are gone.

So is downranking dead for Mages?

Not completely. It just costs you something now. You can still cast a low rank to save mana, but you give up spell power scaling and talent procs. Healers are hit the same way: according to the beta notes, downranked heals now heal for less. Blizzard added Frost Blast so Mages have a proper tool for slowing that doesn't depend on an exploit-style trick.

Using Frost Blast well

Frost Blast or max-rank Frostbolt?

Use Frost Blast when you need to kite or peel: slowing a runner, keeping a melee mob off a healer or controlling an add. Use your highest Frostbolt rank when you just want damage. Frost Blast costs more mana, so spamming it while leveling drains you faster than plain Frostbolt.

Does it work with Frostbite and Shatter-style play?

Blizzard says every Frostbolt talent affects Frost Blast. That should mean Frostbite procs and your Frost talent bonuses apply to it as they would to a normal Frostbolt. Blizzard has not published proc chances. One related change from the same notes: Ice Lance now deals 200% more damage to frozen targets, down from 300%.

Which races can use it?

Any Mage. That includes the new options: Orc Mage and Alliance Skyborne (High Order) Mage join the classic Mage races.
