Why Blizzard grew the bank but not the bags
The pattern is easy to read: a larger bank takes pressure off long-term storage — profession materials, alt gear, dungeon blues you collect for their transmog appearance — without changing what you can carry into a dungeon. Original bag sizes keep the moment-to-moment decisions of Classic intact. You still choose between one more stack of ore and one more piece of quest loot, but you no longer have to mail everything to a bank alt after every session.
That matters more in Forever than in Classic because there is simply more stuff. Professions get 600+ new recipes, every profession has three craftable campfire objects, Blueprint recipes drop from dungeon bosses, and biome-specific gear (desert speed items, anti-dragon effects, the Worgenbane Talisman style trinkets) rewards keeping situational pieces around instead of vendoring them.

Same as Classic on the character side: four bag slots plus the backpack, and bags start at their original Classic capacities. What is new is the on-ramp. Is the Forever bank shared across characters or rulesets?
Nothing about an account-wide or warband-style bank has been announced, so assume the bank is per character until Blizzard says otherwise. What is account-wide is different: collections (transmog appearances) and Legacy Points travel across rulesets, except that Hardcore only lets progress flow out, not in. Forever is also realmless — you pick a ruleset (Normal, PvP, Roleplaying, later Hardcore) rather than a server — but that does not merge banks between characters.
