Yes. In WoW: Forever, Alliance players can earn Reins of the Pack Kodo from the Azeroth Commerce Authority, the Alliance side of the returning Waylaid Crate system. You fill supply crates, turn them in for Merchant's Favor, and spend that currency on mounts, recipes, toys and cosmetics. The Horde runs the same loop through Durotar Supply and Logistics.

What are Waylaid Crates in WoW: Forever?
Waylaid supply crates first showed up in Season of Discovery and they come back in Forever, tied to the two logistics factions. The loop is simple in shape: crates turn up as you play, you fill them, you hand them in, and the faction pays you in Merchant's Favor and reputation.

Forever uses the Burning Crusade approach: the up-front mount price moves into riding training, and your first mount is granted free when you learn the riding skill. Per a Sportskeeda interview with Blizzard designers, relayed by Wowhead, riding training costs 100 or 1,000 gold depending on the tier. The exact levels for each tier were not stated.
