The three Tempest Keep dungeons share 10 quests. A'dal's How to Break Into the Arcatraz needs a key shard from The Mechanar and one from The Botanica, then leads to Harbinger of Doom in The Arcatraz. Archmage Vargoth gives Capturing the Keystone, and Akama sends you to Seer Udalo. Lower City posts Wanted bounties for all three wings.

What order should I run the Tempest Keep dungeons in?
Run The Mechanar and The Botanica first, in either order. They hold the two shards A'dal needs to make the Key to the Arcatraz. Once you hand in the shards, he gives you Harbinger of Doom, and that sends you to The Arcatraz.
Which Tempest Keep quests are worth doing first?
Do How to Break Into the Arcatraz and Harbinger of Doom first. Together they cover all three wings and give you the Key to the Arcatraz. Capturing the Keystone is easy to pick up because its giver sits in Netherstorm, the zone where Tempest Keep is. The Wanted bounties are extra rewards you can grab on runs you were doing anyway.
Do the Tempest Keep dungeons give reputation?
Yes. All three give The Sha'tar reputation, and on Normal they keep giving it all the way to Exalted, unlike the early Outland dungeons that stop at Honored. Every Heroic also gives reputation to Exalted. You buy the Heroic key from The Sha'tar at Revered.
Why does Akama send me to The Arcatraz?
Seer Udalo is one step in Akama's Shadowmoon Valley questline. The quest only asks you to find Udalo inside The Arcatraz, so bring it along on the same run as Harbinger of Doom.
