It's a seasonal-only reward: once the season closes the achievement stops handing it out and the mount is retired for good. Its higher tier, Breath of Ruin, comes with Keystone Legend at 3,000 rating.

How do I actually get to 2,000 rating?

Fill in every dungeon in the pool first. Score is calculated per dungeon, so an eighth dungeon you've never touched is worth far more than pushing a ninth key in your favourite one. Get one timed run in each, then raise the floor: replace your two or three weakest dungeon scores with higher timed keys until the total crosses 2,000.

Group quality matters more than ilvl at this bracket. A coordinated group at moderate gear times keys that a pug of higher-geared strangers bricks on the first big pull.

Does the mount go away when the season ends?

Yes. Seasonal Keystone Master mounts are removed from the reward when the season rolls over, and Blizzard has not returned previous ones through any other source. If you want Breath of Blight, it has to happen while this season is live — the achievement itself stays on your account afterwards, but the mount does not get handed out retroactively.

Keystone Master vs Keystone Legend — which mount is which?

Keystone Master sits at 2,000 rating and gives Breath of Blight. Keystone Legend sits at 3,000 and gives Breath of Ruin. They're separate mounts, and hitting Legend does not skip you past Master — you pass through 2,000 on the way, so you collect both.
